Pittsburgh Community Broadcasting, home to 91.3 WYEP and 90.5 WESA, is looking for an experienced Human Resources & Administration Manager to help cultivate an engaged, collaborative, and high-performing workplace while supporting the mission of independent public media.
This is more than a traditional HR role. You'll serve as a trusted advisor to leaders, a resource for employees, a partner to our union, and a key contributor to the operational success of our organization. You'll also play an important role in supporting our Board of Directors and helping ensure the administrative excellence that allows our teams to focus on creating exceptional journalism and music programming for our community.

What You'll Do
As our Human Resources & Administration Manager, you'll lead the day-to-day HR operations while helping build an outstanding employee experience from recruitment through retirement.
Your responsibilities will include:
Leading recruiting, hiring, onboarding, and offboarding efforts.
Serving as the primary HR resource for employee relations, coaching managers, resolving workplace concerns, and supporting employee success.
Managing labor relations, administering collective bargaining agreements, partnering with union leadership, and supporting negotiations and grievance processes.
Overseeing performance management, employee development, leadership training, and workforce planning initiatives.
Administering compensation and benefits programs, including open enrollment and leave administration.
Ensuring compliance with employment laws, HR policies, and organizational practices.
Managing HR systems, reporting, and organizational metrics.
Supporting administrative operations, organizational planning, and cross-departmental initiatives.
Coordinating Board of Directors administration, governance records, meeting logistics, and required documentation.
What We're Looking For
We're seeking a collaborative HR professional who combines strong technical knowledge with exceptional interpersonal skills.
Required Qualifications
Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field (or equivalent experience).
3–5 years of progressive Human Resources experience.
At least three years working in a unionized environment.
Experience administering collective bargaining agreements.
Strong knowledge of employment law, labor relations, and HR best practices.
Experience conducting employee relations investigations and resolving workplace issues.
Outstanding communication, organization, and relationship-building skills.
Experience with HR information systems and workforce reporting.
Preferred Qualifications
PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
Experience working in nonprofit organizations, public media, higher education, or other mission-driven environments.

Work Environment
This position is based in our Pittsburgh office. Standard business hours are 9:00-5:00 Monday through Friday, with occasional evening or weekend work to support organizational events and Board meetings.

We provide competitive salaries in an affordable city. The minimum compensation for this position is $55,000, commensurate with experience and ability. Our full-time exempt employees also get access to an extensive benefits package, including a 403(b) retirement plan with 6% company match, medical, dental and vision, three weeks of vacation, sick time, 10 company holidays and 12 weeks of paid new parent leave. We invest in the professional growth of our team, encouraging continuing education and participation in conferences and seminars.
