JOB OBJECTIVE:
The Director of Technical Operations is responsible for working in a collaborative team to design,
implement, maintain and operate all technical aspects of WCTE’s multi-platform facility. The Director of
Technical Operations is committed to providing timely, quality service in the stewardship of the
financial, physical and human resources to support WCTE’s day-to-day technical operation.
The Director serves as part of the WCTE Leadership Team and brings to WCTE’s collective work:
Demonstrated working knowledge of broadcast television / production facilities and equipment;
Demonstrated ability to troubleshoot technical infrastructure issues; Demonstrated knowledge of LAN
and WAN networking best practices; Demonstrated competence in technical evaluation of production,
IT and engineering equipment; Willingness to acquire a basic knowledge of FCC broadcast requirements
and reporting. The Director of Technical Operations will uphold and promote the values of WCTE and
PBS internally and externally.


ESSENTIAL DUTIES: The Director of Technical Operations position requires the ability to lead and
manage all aspects of broadcast / operational technology, including setting and reaching technology
goals, timelines, budgets and cost projections. The Director of Technical Operations must possess good
judgement, strategic vision and the ability to troubleshoot under high pressure. This Director serves as
the public face for technical operations on behalf of WCTE and the President / CEO.
 Manages WCTE Strategies and Activities for Technical Operations: active areas of service
include: Technical operations, system design and deployment, monitoring and security. In
addition, the Director oversees and manages the Broadcast Traffic Coordinator and the Web
Coordinator. The Director is the primary technical point of contact for Litewire, the station’s
currently contracted Joint Master Control.


 WCTE Remote / Live Productions & Events: Works collaboratively with team members and
across departments for successful live productions as well as providing technical support for
events such as the WCTE Great TV Auction, TTU Sports, Smithville Fiddlers Jamboree, parades,
Stations of Imagination, etc. 


 Team Building & Community Relations: Build and maintain a collaborative team to facilitate
work in technical infrastructure, web development, office information technology
(computers/network/streaming/off-site collaboration) and network security, as well as
maintaining partnerships with key stakeholders in public safety, education and multiplatform
content creation.


 Department Management: Develop and meet budget expectations; Maintain department
inventory; Supervise the management of technological strategy and maintenance; Collaborate
on IT infrastructure.


 Grant Writing / Reporting: Researches and develops grant and contract proposals for technical
infrastructure, educational opportunities and project-based initiatives.


The ideal candidate would possess:
 A master’s degree in Communications or any Engineering discipline
 At least 7 years of experience in a technical or managerial role in a broadcast environment
 Society of Broadcast Engineers CBTE certification
Minimum Qualifications:
 A bachelor’s degree in Communications or any Engineering discipline
 Five years’ experience in a technical role in a broadcast environment
 A working knowledge of Windows, Mac, Linux and server technology and networking
 Willingness to undergo a course of study and earn SBE certification(s)
